Planning & Building
The Linn County Planning & Building Department is responsible for the administration of local, state and federal land use planning and building inspections.
Staff administer and maintain the current comprehensive land use plan and code, including reviewing land use and development applications and reviewing and updating the county’s comprehensive plan and land use code.
Staff also administer the county’s building permits and inspection programs, which includes reviewing construction plans, issuing building permits and inspection work in progress to ensure they are in compliance with code.
Land use applications come to the Planning & Building Department. Applications may be reviewed by the Department, the Linn County Planning Commission, or the Linn County Board of Commissioners, depending on the application type.
Planning & Building will be closed from 8:30am to 5:00pm Wednesday, January 1. We will be open regular business hours 8:30am to 5:00pm on Thursday, January 2

In July 2024, FEMA notified National Flood Insurance Program (NFIP) communities that interim compliance with the Oregon BiOp and Endangered Species Act (ESA) would be required by December 1, 2024. Since Linn County received that notice, staff have been reviewing the options for compliance, called Pre-Implementation Compliance Measures or PICMs.

Starting December 1, 2024, floodplain development permits will be reviewed for compliance with these new standards. Review times for floodplain development permits may vary.
