County Construction and Maintenance Best Management Practices (BMP's)
The Linn County Road Department has obtained a National Pollutant Discharge Elimination System (NPDES) 1200-CA Permit through the Oregon Department of Environmental Quality.
The County’s Construction and Maintenance Best Management Practices (BMP’s) Manual was developed to help minimize environmental impacts of our daily work on County facilities, roadways, and construction sites and to ensure compliance with the National Pollutant Discharge Elimination System (NPDES) permit.
Construction projects administered through the County require contractors to perform erosion and sediment control monitoring on construction sites. At a minimum, the Inspector must document the initial date of any construction staging, construction activities or land clearing, and conduct and document a visual monitoring inspection of the project site per the following frequency:
- On the initial date (commencement of staging or land disturbance activities);
- Once every 14 calendar days;
- Daily within 24 hours of any storm event, including snowmelt that results in discharge from the site. Storm event information can be derived from weather stations that are representative of the site location, rain gauges and other appropriate documentation can be used in the inspection reports. Note, a storm event of 0.10 inches will result in a discharge from construction sites and will require inspection; and
- When the site has been stabilized
